Where and how and to whom can we report them in the US? Agreed leadership are the ones creating strategic mistakes why are they never held accountable?

The list may come from above but if no one ever pushes back then the pattern continues. Any one of those folks in the chain of command could choose to defend their employees and find other routes to save budgets. If no one ever blows the whistle we are all to blame here. It’s so unethical. But no ever said corporations are kind. There are laws in place however.

It is Executives, Finance and HR that are the authors of the layoffs and PIPs. Managers are told what to do. The lists come from above.

Having IBM on resume is far from being a plus, based on recent experience. Many serious employers view IBM as a mediocre workplace. The sooner out, the better.
In the meantime, do you not leave, until you have something lined up.
Any penny you leave on the table goes to the slimy Indian pocket.

IBM has this expectation for a long time that once an employee is identified as low performer or put on PIP, they will get the idea that they are no longer needed and will leave on their own. That worked earlier when it was relatively easier to find another job. In this market, it does not apply anymore. So stay put as long as you can to get that single penny out of IBM, when they fire you, report it to the Dept of Labor in your state. When you get terminated, you are eligible for unemployment benefits, when you leave on your own, you are not. Once there are enough cases that have been reported, the pattern of systematic abuse of PIP to layoff employees will automatically emerge. The time will come when there would be legal investigations opened against IBM into this malpractice of firing people, just like recent investigations related to stock decline. Wait for that time.
