He might have been at cia but was no leader there in the respected sense of the word. Go check how long he was actually there and you'll understand

Baich is one of those who blame and get rid of anyone who hasn't followed him around from company to company. And then points the finger at someone else when there's a problem. The more telling thing, however, is these same things keep happening everywhere he's been and the smart person would ask "maybe it's him". Only Legg isn't smart enough to know to think about such things.
