Former employee here. Just tried applying for a position that I’m overly qualified for and didn’t even get a call back. I’ve heard rumors of former employees being blacklisted, but does anyone have any proof?

Former employees aren't automatically blacklisted from being rehired. Typically there would need to be a reason for a non-rehire designation, such as documented performance issues, attendance concerns, policy violations, or something similar.
If your departure was due to a restructuring, downsizing, or another business decision unrelated to your performance, that alone generally wouldn't prevent you from being considered for future opportunities.
The more likely explanation is simply the current job market. Many openings are receiving a large volume of applications, especially for roles that don't require specific credentials. Being qualified unfortunately doesn't always translate into getting a call.
If you still know someone with the organization, I'd suggest reaching out and asking for a referral. Internal referrals can help ensure your application gets seen by the right people.
Yes there is a blacklist but not all layoffs are blacklisted.
