I actually want them to lay me off and collect my severance. kind of want to let my manager know if he has to pick and choose between people on the team, he can pick me, but I don’t want that to be taken as me resigning and missing out on severance. Best way to handle this?

Don't just say you want to be laid off. Show how your role can be eliminated without significant harm. Make you an easier target. For example, spread the work or show how you could be part of "AI Productivity". Managers are looking for that story. Make it easy for them.
I’m not sure volunteering for a RIF will work like it did. The new method will be to rebadge you in order to eliminate your severance

Just say it verbally to your manager, no recordings or written anywhere.
@OP A coworker of mine was a tech support. He got fed up with his job because the developers wouldn't fix most of the bugs he reported (that's why the quality of the FIS product is so poor) and asked his manager to put him on the layoff list. He was considering retiring anyway. His manager did, and he got laid off last year and received his severance in a lump sum.
@OP just talk to him and tell him.
