VSB is not contractually required prior to the declaration of a surplus.

It’s contractual to release show of interest quarterly, For VSB. Doesn’t mean that the company has to surplus union members.
Don’t worry though, the company is moving at light speed to distance itself from copper based products, so next year you will get your surplus offer.
