What’s the reason our tech org isn’t centralized like at other companies, and why do we have so many layers of management?

Because TK is incompetent and has really failed.

@bd My "engineering manager" was technically competent and had reasonable coaching skills.
Of course, he was layed off at the same time as myself and 3 of my peers.
One word, "Incompetence." People in charge today, not only would not know leadership if it smacked them in the face but they are also clueless managers. Micro management is one of the biggest signs of failing executives and its happening here at apocalyptic proportions. The end must be near.
Part of the problem is you have "Engineering Managers" who couldn't write "hello world" if you held a g-n to their head. Clueless. Absolutely clueless.
Bloated middle management. Many managers (engineering managers, business systems managers and release delivery managers) can be taken out. 1 person has 3 resource and has manager title. Another person has 15 resources under him.
haha we used to be then the east coast takeover took over, oh and agile is to blame too!
Because each time a new leader comes on board they reorg and create new roles. Imagine what would get done if there wasn’t a reorganization every 18 months to “be more efficient “.
Directors need direction from Sr directors, who need direction from managing directors, who need direction from executive directors.

Yes, they are Roma. They got pushed out centuries ago and flooded Europe.
Outdated Corp structure following a Roma legion. The tent group is 8 soldier + 1 leader (Decanus), 10 leaders reports to a Centurion. The belief runs strong over thousand of years that command chain can't be effectively managed beyond 8 to 10 direct reports.
That has been the case in Corp America till Jensen Huang manages 60 directs. Radical transparency is required as this size won't allow 1 to 1 meeting.
