All the wellness messaging in the world doesn't mean much when people are stressed about possible layoffs. Nothing says healthy workplace culture quite like anxiety, rumors, and employees wondering if they are on the next list.

Rethink your employment strategy. Working for large corporations, especially in tech, has gone from bad to worse.
@OP Indeed, I feel this too. Oracle keep pumping out the "we care" message, whilst their actions speak differently. It is just like an abusive relationship, being told "I care about you" just after being beaten.
It's nothing more than psychological torture.
From experience there is some of this in all organisations, but Oracle is the nastiest of the lot in my opinion.
Take what you can, avoid caring for your abuser if you can, then get out of the relationship as soon as is practical.
