Is it possible to successfully negotiate a CL promotion when considering to accept an assignment with more responsibility?

Yes watch what you say or better yet dont talk. It's like big brother watching in 1984. You dont wan to be labeled a thought criminal. In the old days me and the others would joke and make filing of the ceazy saftey culture. One big ice berg of a woman dressed in full frcs, goggles, rubber boots and a hard hat to walk in a lab. It was hilarious and we laughed our a sses off. She looked like a big blue ice berg. I don't think our behavior would be tolerated now. If you dont talk you will be branded a non contributor. So the best practice is to hail exxon and cheer on the crazies. Agree with everything the stupiviosor or manager says. Ki ss major a rse and praise exxon as the best place to work. Give a shout out to an employee and prais the weam system. Backstab a fellow employee and provide Intel tk the supervisors and manager tk get in their good graces. They love snitches and spies. Basically sell your soul to the devil which is exxon.
Your manager does have a bit of say. You can be available for promotion by beqom guidance but your manager has to actually click approve. They could deny it if they wanted to and make you recycle another year.

He ll no it is all predetermined. You must stay on your track trajectory. I knew an employee who did nothing for 4 years and when he turned 61he got a cl bump. He asked what he did for the cl bump and the manager said he worked hard the past couple of years. He basically timed out into a cl promotion by years of service. He was piped 2 years later and retired. Remember with a higher cl more is expected of you and the talent pool is more competitive backstabbing. Many I knew got a cl bump and were piped some time later. Beware flying to close to the sun icarus.
The others are correct that it's determined by a formula.
The question is whether more work for the same pay will eventually lead to more pay. The supervisor will try to dangle the prospect of eventually getting more pay, but you have to consider the whole picture - ultimate potential, recent rankings, realistic raise %s going forward - to assess whether the additional responsibility is worth it.
By turning it down you would be putting a target on your back for NSI, then the decision is around whether you plan to stay longer than a year or two.
@Op… The expectation now is that you will do more for the same pay. Job CL requirements have been downgraded, you will not get the same pay as those who did the exact same role 5 -10 years ago.
Well if you and super are biased during ranking and your Ex for a few years in a row , that’s kind of negotiating .
Promotions are recommended within beqom. Your supervisor has basically nothing to do with it.
No. Promotion is based solely on a formula combining performance, yee, salary curve. HR math.

No. Maybe 6 years ago but now it is a formula HR adheres strictly to. Not even a LCM/VP influences change.
Exception is if your potential is above 30- N+1 can fast track your promotion
