If you are placed on 60 day no work notice. Do you accumulate PTO during that time to be paid out on or catch up to PTO used but not yet accrued? Thanks!

You accrue because you are still an active employee. I did turn off my 401k contributions though. I got rehired a few months later and my 401k match at end of year was a little less that year than the last.
The 60 day notice = you are still considered an employee.
YES, you do accrue PTO... And you still contribute to your 401k. Both of which will stop at the end of 60 days.
You can NOT do something like cancel your medical insurance participation, since it is not Open Enrollment. I tried to argue that my job loss was a qualifying 'life change', but it was pointless request.
I actually did accrue PTO during it. I had used all available PTO prior to notice, so wasn’t expecting a payout after the waiting period but did!
You do not accrue PTO unless you actively work one full day of the month. This also applies to medical leaves, etc. So if your 60 day notice starts on April 28, you would not accrue any time in May or June since you would not be at work.
No, you're not an active employee
