@aa Not buying it.
Understand that if you are tapped to move, you have been laid off, but simply are not close enough to the bottom quartile of the performance metrics to get surplused the normal way. You are too old and too expensive. Legally they can't lay you off for that, so the make you move, knowing you will decline and then effectively lay yourself off. If you call their bluff they will still get you. Your employment half-life in Dallas is about 18 months.

You can’t just sit in the Dallas.
You have to do some actual work and be productive.
@OP It happened to me. Moved to Dallas and was surplussed in 90 days after doing so. Don’t do it! If you get tapped to relocate, refuse because it has already been decided they want you off payroll

Within 12 months after v ng from Georgia and waited out school year andover family during summer only to be laid off in late August. Sold my Georgia house, moved them out to Texas but fortunately on that only had a rental house but they left me high and dry and basically stranded in Texas. Couldnt have told me hey we are going to gut you in the next 30 days??? Went back to Georgia and things worked out for wife and kids and job wise but the stress of what I put my family through for nothing. Could have been worse but could have been a lot easier and less expensive for me. Very bitter about the whole deal but that's the game. The game is the game......Omar
Layoffs usually have nothing to do with performance but rather the org you are in. Have seen bad employees retained from bloated orgs while good employees terminated from lean orgs when they send out these blanket % cuts.
As long as you perform well don't need to think abt this question.
Aren’t surplused people able to apply internally to a different org?
It’s not rare. It’s actually common. I can name 3 people I know personally this happened to. If you get a FTW letter it’s basically the same as a layoff. You will be terminated within a year of moving. Rent, don’t buy! Good luck!
It’s rare but does sometimes happen with low performers.
