My boss wants us to work standard 9-5 hours when previously we could flex. Is this a company wide thing

I feel you! Flex time has been a huge incentive working at Centene removing this would be a huge loss for its employees.

@ab they are. The work schedule / hours worked policy says it’s up to Centene to determine scheduled hours and that hours are subject to change.
Check the handbook. I don’t even know if your manager is allowed to do that.
