Parked at Eagan this morning for the first time and some woman came out blathering "You can't park there!". New employee, what do I know? I laughed at her and went to do the job I was hired for. Went out to my car to go home and there was a typed form letter about not parking in unassigned areas or something to that effect. Tore it up and drove home. Not really bothered by it, but people here are pretty uptight. Oh, well.

Parking spots are based on production you have not produced so therefore will not park.
Interacting like an adult might help you address challenges in real life vs. writing plot-hole-ridden stories online that don't help you solve anything.
- "Some woman": "You can't park here"
- You: "Oh, my bad, it's my first day at the Eagan site. Where should I park?"
- "Some woman": "Any of those spots are fine"
- You: "Ok, I'll move. Out of curiosity, how would I know I can't park here?"
- "Some woman": "Sorry about that, these are executive spots but they haven't been marked yet. I appreciate the cooperation, have a great day!"

Fill in any other number of choose your own adventure outcomes. Maybe they're handicapped spots, or a fire lane, or... maybe she doesn't even work at Solventum [which you could also have fleshed that via dialog].
The only thing that makes no sense is hearing you can't park somewhere and "walking off to do the job you were hired for." What!?
I have my wife and my friends use the lot for a park and ride, just to take up space. We move them out on the weekend. Maybe that will fix your parking lot patrol!
I'd put a tracker in your car, and a dashcam. If someone messes with it, or has it towed, at least you will be notified.
