How safe is a new job opening now?

They are all fake positions. Almost 90% of them are posted to satisfy immigration rules and to meet Department of Labor guidelines. e.g. To hire an employee on H1B visa.
The remaining 10% of them are internal promotions, favorite candidates and caste/race favorites. The IT department is fully in control of Indian origin managers and consulting companies.
Who cares?!!!
@OP really depends on the department, but given how hard it is to get anything approved (incl c14+ backfills) your chances are better than average you'll be safe for a year. After that all bets are off.
Someone spent 2 months interviewing internally and then started November and got told in december to stop all wotk and the team was disbanded in january....basically the answer is no.

No position is hired without the intent to keep that role. That said; that can change in just a few months. I would avoid risk, tech, and transformation roles if you have the ability to be picky.
