We just build the environments and hand it back over to the state. The State sc--wed up here and not Gainwell.
Gainwell is inept. They aren’t capable of running the operation they have. The truth is they just need to be shut down. They aren’t capable a fraudulent operation that is stealing from the states.

People were probably too busy filling out GainwellLater tickets to actually do the work properly. Layer after layer of approvals and control, but the managers have no clue.
