If there's a job posting for the Westlake location, can I request to go to the Jersey City or RTP location instead?

If it's not listed then no.
If you're unable to relocate, DON'T RELOCATE.
Never ever relocate for a role, considering my personal experience, a lot of changes are happening with colocation.
You might move to Westlake and move your entire life, apartment from Jersey City, only to eventually hear your manager say:
"How do you feel about moving to Boston"
Check the colocation posts out there. Fidelity has made lives miserable for asking associates in role for years to either move or find new job
If it’s not listed it’s not likely. RTO is full and others from your team or BU aren’t there then they won’t expand that footprint.
