Are we able to rollover 401k monies into an IRA while still employed with WF? The investment options working the current 401k is pathetic.

Not really. I called and a very minor part of it was for some reason classified in a way that I could move it while still employed with Wells. Maybe it was the little bonus contributions they did from time to time (profit share thing) vs my normal contributions with their normal matching. Regardless, you can call and find out specifically for you but this plan is not setup in the way that some other employers have done that allow you to really move your money out while still employed with them.
You can move it to another plan. I did so with mine to a T Robe Price account. Far better options than “Empower” though it’s not been immune to drops like everything since Biden took office.
You can take out an IN-SERVICE WITHDRAWAL before age 59.5. It's a much smaller percentage, but you can move that portion to somewhere you'd rather be. Go to Withdrawals to check it out.
Yes you can, while still working there, at 59.5 years of age or older, they let you take it out and move it. I know of others who have done this. Prior to 59.5, you are stuck with the plan options. Normally, one has to leave employment before being able to roll out of the employer plan. WF seems to have a little extra flexibility.
No, not until you leave WF employment. But I agree, the plan investment options are pitiful and pricey.
