I've known this guy for over 20 years. He used to reply to my texts instantly, even on weekends. I know his family, etc. But now he's ghosted me and left me on read. I sent another note, and he ghosted again. How threatened are the higher-ups to speak on their packages?

Having been in your friend's shoes, I can tell you that I never spoke with anyone and certainly never asked questions until my attorney reviewed the severance package and coached me on what I could and could not say.
@OP could be a couple reasons he ghosted you. After 20 years he probably needs time to process it all. From other posts it’s probably 40 weeks or 2 weeks per year has been the norm on here for the last 5 years. Also are you texting him on a company phone if he isn’t gone yet then he may think they are monitoring it.
@OP pretty sure if he was told to say nothing or lose what he’s been offered, then that’s what he’s doing. He’s not willing to risk it so you can be in the know. Might not even be money but trust. You’re not going to replace the money he may lose or the trust, so leave him be. You’ll find out all the moves soon enough.
@OP if he as let go, he might be upset and trying to deal with it. Everyone is told not to speak. You should respect his privacy at this time and let him reach out if and when he’s ready
It's not worth the trouble. If the org boots you out, what can you do at that point? Sorry your friend won't respond. He has been given specific instructions, I'm sure.
