Anyone with insight please enlighten me, when they are deciding who the 10% are that get let go what all is taken into consideration?

Well with the managers if you enjoy what you are doing and get accolades for doing your job they will give you a manager who will harass you and make your life miserable to try to get to leave or have conflict with your manager they will get you on some list. This is especially true if you are close to 50.
Mobility ACE the 2nd line Area Manager will provide stack ranks to leadership. This was completed in November for the impending notifications scheduled for Mid-January. Good luck folks, going to be a rough 2023.
Enough already… you don’t get credit for LGT+++… you get diversity points for female, non-white and non-english last name. Regarding surplus… your manager ranks you… those below the line are let go… diversity points count more for promotions than reductions…

Union - Seniority.
Management - It could involve stack ranking, salary, location, and/or job title. Adjustments could be made by HR if the initial submissions disproportionally impact a certain class (race/age) that could potentially be viewed as discriminatory.
If you're a bargained for employee, you have nothing to worry about! The layoffs will affect non-union employees only! Union employees will be safe from any downsizing for the next 2-3 years due to their need in the field doing the heavy lifting for this company to succeed! Without the union field personnel out there on the front lines, T would be nothing!
If you are a white male over 50, you are already on the list to go. If you are black, female, or LGBTQ+ you have a permanent job.
My experience - If management, by now everyone under your director is ranked top to bottom. HR might step in and play some games that might move those rankings a bit. But if you are mid level or above you probably won’t be touched. Again, that depends on the HR games. If they only go after senior level positions, and you are senior level - well just hope you are ranked very high.
If you're management your boss is asked for some number of names. The 3rd level will decide which names go up and the 4th level has already decided how hard each 3rd level gets hit. Everything after that is theater. I was once able to replace a name with a volunteer but that was dicey.
in management it's a popularity contest . if you are bargained-for it is based on seniority, persons with the least amount years are surplussed.
It's simple. It's who you know and who knows you. Sad to say but it's true.
