Even though I'm still employed, the constant wave of cuts keeps my nerves high all the time. It's really hard to shake the idea that I’m next. Saving aggressively and keeping my resume ready has now become routine. Strange how normal this mentality feels now.

You are absolutely correct. They even booted the CEO to the curb (Hans). No job is safe. Be ready to exit at any moment … you need to decide if you want to roll the dice and stay (possibly collect severance if you get laid off) or leave on your own terms by joining a different company.
Just get used to the idea that headcount is going to permanently trend downwards. It is unavoidable and you can't control it. So don't stress...

My Friend, I've been living in this "state" of looming cuts since the mid-1980's when I first joined AT&T. Trust me you eventually get numb to it all as a coping mechanism!
