Question: not sure if it’s been answered before but what is the reason behind of a colleague receiving an email requesting feedback for you? Is this for evaluation purposes or future RIF?

Those are supposedly used for the big annual review. And it's possible that they are actually used for that purpose.
What I can't stand is the id--tic "self review" that we're expected to do every year. I've heard from reliable sources that ratings and salary decisions are made BEFORE the self review deadline.
I don’t respond. It’s administrative work and I have enough on my plate. Plus raises and bonuses are really bad this year
Why they don't use the tool in MAP? Perhaps is because they don't want a system generated evidence. An email could be deleted.
It is out of hand. Some on my team have 30 of these to do. Teachers in grade schools don’t even have this many kids to review.
I just hate these. Once I got a scathing review from a peer when I was doing exactly what my manager told me to do. A peer has no way of knowing the whole story. In other cases, there are some peers who feel an obligation to say something negative as a way of providing constructive criticism even when your interactions have been nothing but positive.
It's for your annual performance review. The feedback is entered in MyGPS by colleagues and reviewed by your manager for potential use in scoring your performance and giving you feedback.
Your manager should have asked you for names of people you worked with over the last year. When the manager sends the request to colleagues, they determine whether you can see the feedback or not. If you can see the feedback, you will be notified via email that a colleague has provided feedback. You can see what they said about you immediately (don't have to wait for your performance review).
