That doesn't make any sense at all, unless they're confusing meeting the guidance from late last year, where a certain percentage of a team's performance is supposed to be above or below 100% (I forget the numbers exactly).
There's no reason it should be rated on anything other than your personal performance for the quarter. Insights are used to make the case for promotions, and those aren't going to happen anytime soon anyway. There's no money tied to Insights like there is the OKR component of the APB. If it's not a convo you can have with you manager, I'd figure out who your Business HR Partner is and have a quick chat about it with them. It's possible that your manager has misinterpreted the guidance, and your Insights shouldn't suffer for that.
