Why no VSP?

COP has very poor respect for the workforce if they don't offer a VSP. The older people deserve to be treated with respect and the VSP is a nice way to do that.

It's my understanding that you had the ability to express your interest in being separated up to a certain date. So, if you get that winning lottery ticket, it's a form of VSP.

When a company wants to reduce the staff, nobody should be surprised that the employees all want to win the lottery, and the company wants to spend nothing.

Just remember that the more giveaways there are, the more people have to go to pay for it.

@av it's different. Vsp = voluntary separation program. Many companies offer as a means of workforce reduction but put an age restriction on it. No, COP didn't have that, but no one's crying about it.
