I am in my mid 40s. I left Allstate a few years ago and thought I'd never look back. I enjoyed my colleagues at the time and the work was fulfilling. I'm thinking of reapplying but am hesitant due to layoffs and politics in the office. Has anything changed for the better? Or has it gotten worse? Some insight would be appreciated.

This sounds like the definition of "insanity"...
It will be different but some are still happy. It has been a good company for some. Probably depends on field you are looking.

It ain't like the good ole days mate.
In general as competition has become more fierce over price, causing us to lose market share, the company has cut anything they can find to lower operational costs. Specifically now as Tommy prepares to retire large scale layoffs are inevitable. He will get a record profit year to leave on, one way or another. Whatever happens after that will be blamed on his successor.
It is definitely a massive corporation. If you work in tech, you’d better love the Microsoft stack
US or NI?
If you're in NI I'd maybe wait and see. Numbers going down and down ; culture all time low and quite a few looking to leave.
