Why is district 9 making terms permanent

The more I've been asking around the more locals that seem to be turning terms into permanent. How is this even a thing? How can permanent employees compete against terms, if this is the case?

Concern is that they have a 3 year contract. The union used to try and take care of the next guy. What happens when prem techs try and move up but cant. Instead the company keeps not only prem techs but other departments where they and hire out of the streets. I've had the pleasure of changing jobs multiple times. I dont want it to be a job that a permanent employee could of had and instead give it to someone from the streets. Maybe offer a term a permanent job as a prem tech and have them move up that way.

OP, what are your concerns? It makes senior bargained positions more secure with junior employees being added. Any competition for future openings comes down to seniority if both are test qualified.
