H1B concubines (H1b favoritism, Bias, workplace credit fraud)

My boss is all in on using H1Bs, even with citizens and green card holders on the team who have the same skills. He’s literally taking work from U.S. employees and putting an H1B's name on it. The H1Bs aren't even doing the real work; they're just shadowing and secretly managing us.

This was never an issue for me before, but with layoffs happening everywhere and U.S. workers being the target, I'm worried. I already know HR is a dead end. I tried complaining to my second-line manager, and it just backfired. Now they just see me as a complainer and not assigning much work at all.

Any advice on what I can do at Oracle? Is there any way to report this H1B fraud to USCIS? or Silently move-on is the best solution ?
The main cause of this H1b fraud is an asian manager sitting at top and showing bias.

The only H1B on my team was included in the layoffs. I cannot comment for every line of business but typically H1Bs are NOT less expensive than U.S. citizens because DOL and Immigration requires that they be paid at the prevailing wage for their job classification and location. My H1B was actually one of the highest compensated members of my team. These prevailing wage decisions are not tied to Oracle pay scales. The legal team and outside law firm that handles this aspect is very specific about this and the H1B on my team actually got raises due to that even during "dry" cycles.

I did not know a lot of this about H1Bs until I was managing one. Actually was surprised because I had -- incorrectly -- assumed that H1Bs were "cheap labor". They aren't. Now offshoring / "cost effective centers" is another matter altogether. But even they got hit (or are getting hit) hard in this round of layoffs from what I have heard.
