It is because a big headcount cut will happen and will be announced around November 12, minimum 10k employees will be impacted.

Because so called leadership is made of a bunch of deranged psychopaths
Plenty of people were laid off. It's just that they were informed they were being laid off on the 13th, but it doesn't take effect until in October.
Because there is no layoff. People are leaving voluntarily and with hiring freeze in place , there is no need of layoff .
