I was laid off in December without being given the option to move. My former boss, who also lives outside of a hub location, is still working! Are managers exempt from the location strategy?

Though this seems unfair now -- you will find that this is a blessing in disguise. This location strategy and "business critical" assessment are just excuses. Let go of WF and their excuses.

There are all of these peoples who seem to know all the details about this obfuscated and confusing location strategy. Like the efficiency plan there will be no end to this. Only the bullies survive. And then they won't.

No, this phase of location strat ends then, it will continue after that when they consolidate the hubs down to HY and I&P.
Location strategy is not done until end of 2026 (commercial) or 2027 (consumer).
It's not a hoax, but it's not well organized. Near the end of last year my entire org braodened the relocation offers to anyone interested. Sorry you may have missed that. I'm still waiting for my own ticket to get punched.
They deemed you not business critical and flagged your manager as business critical. Simple as that. You might not agree, but that's how they do it.

There's nothing less relevant than location. I guarantee that once there are zero 'staff employees' outside of official hubs that the layoffs will continue. Remotes and non-hubbers are already a minority in some waves. It's not going to stop, the lies about why will just change.
Sorry that happened to you. It's up to your group whether they offer relocation or just rehire the position in another city. You are not guaranteed an offer to move. All the roles will eventually go over the next year or two.
There is no automatic option to move under the location strategy.
Some people are commuting in. How they got a hall pass I don't know, maybe due to "critical" worker?
"Skills assessment" sounds about right to me. They are saying they don't have the skills to assess you correctly so they are laying you off.
It sure is hoax. Lame and woefully over her head new senior business leader put "skills assessment" in the severance package as the cause. Could not have been farther from the truth and they knew it. Apparently no box to mark stating reason as the BS re-location strategy. To top it off, there are at least a dozen of her employees working in the location I applied for and was rejected. One Wells Fargo.
Maybe they just wanted to lay you off regardless of the location strategy?
It's not just managers who can be exempt...😉
