As part of the initial selldown of assets to pay for APC, you sold the Woodlands campus. Two modern towers and the space to build two more. Access to the I45 and HTR. Next to shopping and restaurants. Hard to believe how short sighted you were with the acquisition.
The new building is required to accommodate people from the next purchase. Good or bad VH has made and will keep making big changes to the company.

I doubt it. The developer would probably still build and find someone else to lease it to.
