I get a call every Wednesday from my manager asking if I will make the mandatory 46 hours of direct labor. Her staff meeting and training don’t count of course. A spreadsheet with excuses is filled out by name.

Many states have laws preventing unpaid work. Doesn't matter if you are an exempt employee. They can't force you to work more than 40 hours per week. You can only agree to do so.
Because it has always been like that.
There is no new policy. Just a note to new employees and a reminder to anyone they have not yet laid off that you have to work unpaid overtime, or else.
What if when there is no work
President said pandemic is over, start working more hrs to help out.
If no one commits, what are they gonna do? Lay everyone off and make that last dude work 5000hr days?

Usually when discussing the latest job postings at Intel and Panasonic.
if they need hours .. turn management back into direct charge and demote all the senior directors and VP's by one paygrade. EVERYBODY is a director these days. I haven't met a regular "manager" in more than two years. All managers are "senior managers".

It is just another end of quarter make the numbers money grab. It is as predicable as hot weather in Phoenix in the summer.

vde Is absolutely correct. Project budgets are already too low and are firmly fixed. You cannot move money between quarters nor year to year. No way they can anyone charge direct hours at a 44 hour clip let alone 46.
Trouble is a mandate when there is no task assigned.
For sure these daily checkups are just black books for the recession rif.
If it’s not paid, it’s stealing from you plain and simple so the execs can get their fat bonuses.
With the job market the way it is, I am really surprised people put up with it.
This is real. Not all managers are flowing it down. Direct charge now leads to straight time overtime pay.
46 hours a week? I didn't know we had part time employees. Minimum 12 hour days are expected.

If not don't do it.
I don’t even have projects to fulfill even my 40 hrs. I barely make it each week. No funding is available for most projects.
