Morale has never been worse. People want to be adequately compensated for their work. Nobody wants to give their best anymore because they know they won't get the pay increase they deserve, while in the meantime those at the top are satisfying their greed. There are many things here causing low morale. Unfortunately, the leadership doesn't seem to care about it at all.

I know i won't do anything extra , lucky if I work 20 hours a week now. I was told by my manager to but 50 or so hours on my timesheet even

As a software engineer with over 20 years experience I more than doubled my peasly 70k/yr salary jumping this sinking ship.
Morale and morals were a lot worse in CSC in Mike 1 days and immediately after the merger. Its not great today but a delay to the pay round sadly is financially logical at the moment, but will do a lot of damage to retention and recruitment.
