Your post says give to employees. If you mean management employees they can give whatever they want at any time.
If you mean non-management, something like that must be bargained for and approved by the union. If you are non-management you must be very new not to know this, You need to learn that if it's not in the contract you're not getting it. The union wants total approval over anything the employees get.
Also, somewhere around 2001 or 2002 the employees did, once, get the union to bargain for stock options for non-management. We were issued stock options once and the strike-price for the options was $43.58 (or somewhere close to that). We all joked that the stock price would NEVER go over that number as long as the options were valid (5 years, I think). And sure enough, the stock never went over that price until after the options expired worthless.
