Hiring freeze is one of the worst tactics, it means multiple layers of management have no freaken clue on how to run the business.
Teams who are desperate in need to backfill or additional people won't get them. Meanwhile, managers up and down chain are working overtime to justify holding onto headcount, whether they are busy or not. All the drama translates into decrease in productivity and morale.
You don't a Harvard Phd to figure this out. Yet, T does this every year, absolute genius.
