Thy reason why there is so much attrition and particularly in the technology side is because staff at management and individual contributor levels are grossly incompetent. I'm surprise the OCC regulators haven't given them more fines besides the breach. The engineers are a complete joke and so are their management. They shouldn't be running any tech in any organization and are grossly unqualified.

"Management and individual contributor"? That's basically everyone.
I found the engineers at C1 to be of excellent quality.
Managers and senior managers are a mixed bag. There are talented ones and players.
I see a lot of issues at the director / senior director + levels - lot of them are really not technical and are primarily careerists. So they misuse the calibration system to their advantage and rise.
I see a lot of the VPs and SVPs are just talkers. Many of them have come from project management backgrounds and are not really technical in the sense leaders are in "real" tech companies.
That explains the light of technical talent from the company.
I agree, engineers are very good at the company. Management is culled from popularity contests so overall, pretty weak folks. Senior Managers on up are pretty worthless and they spend most of the year on endless performance management (popularity) contests. I left after 2 decades. I was reading an article recently about what makes a toxic culture. This company hit almost all the bullet points. Enough said.
Management, specially senior management, I agree about.
Have to disagree about engineers - I have seen a lot of smart engineers there. Depends on who you worked with I guess.
