I'm pension eligible and that's the only reason I'm still here. Why do smart and bright people, of whom there are still plenty here, allow their careers to stagnate in this company? I can't believe that my colleague, whom all better companies would surely like to have as an employee, is still staying here. Either the market is not as good as some say or ATT is now full of unambitious people who do not aspire to progress much?

AT&T back in the day pre-SBC was a country club working environment, simply a great place to work with benefits second to none! Post SBC merger or takeover however you look at it, not so much! The employees are mistreated and forced to terminate their employment long before they had planned due to various benefits reductions. Primarily, due to the mismanagement of the executive management and now the employees being forced to accept benefits reductions or simply just leave T.
so how does your selfish topic relate to layoffs??
Many of the bright people at T have toxic attitudes that would get them fired somewhere else. Guessing thats why they stay.

Not all pension lump sums are impacted by rates. Some of us have fixed lump sums.
What do you mean "pension, even at a reduced rate"? Is the defined benefit pension plan getting hit?
