Is it normal to not receive an annual raise at your review if you've received a promotion that year?

I was promoted from a position "X " 2 to position "X" 3. I received a salary increase, but when I had my review in the last few weeks I didn't receive any raise at all. My boss said that my salary increase "included my raise". I was a 5 block, and everyone else I've worked with that was also 5 block received around a 3% - 3.5% raise.

WTF is this?

It's policy and should of been written in your promotion offer letter. Don't feel too bad

Annual raises at honeywell are likecthe tips you give the garbage guy at xmas. What? You didnt tip your garbage workers? Exactly.

The story goes something like...
Before your promotion you were at the top rate for your grade and would have got a small increase if any. (rate to grade) After your promotion you are at a low rate for your grade and your increases will be big.
You'll get sold another story about how great your potential to advance is.

It should have been clear in the promotion paper work and said inclusive of merit

This is policy. If you receive a promotion with increase within X months of review/merit opportunity, you will not get a raise. It happened to me and one of my coworkers.

Been there they do this to cheat you out on raise. When I go my promo it was like on February before raise time and was ok one then I asked my boss if I be get raise to at the normal time he said no I was like what then you need give more for the promo he said no again and answer was you work alot of overtime I was like what does that have to do with my raise. So I took it like we are nothing to them anymore.

If your promotion happened in October or later than it is normal.
