Somehow the hardest part of my job is communicating with a manager who doesn’t know my job at all. This of course does not stop him from acting as if he knows the job better than me, even though I have more than 15 years of experience. How do you deal with such managers? I sometimes want to give notice right away when I have to explain things that he neither understands nor is open to learning.

My manager doesn't know my job. I don't know my job. We are both good.
I have a great manager that started in craft, got moved/surplussed though the years and finally got an opportunity to take a 1st line job. He is a resource, and we respect him. We have some of the best metrics in the district.
I had an "opportunity" to meet a different 1st line to get a needed circuit pack and I can tell you I never wish to speak or interact with that female person again.
The first level managers don’t know the work and appear ignorant on technical meetings for business fiber and com-tech crews. If you don't know any thing then admit it. One manager named Greg said he was an inside wire expert. The only job held before first level was as a pots installer. Time for the inexperienced to listen to those who are competent. Won’t happen though.
My manager does know how much I wa-k on the job. I just can't help myself and my manager just doesn't know.

Lots of AT&T workers start their bellyaching by complaining about their managers, then tout how many years they have been with the company.
Tell the manager straight up what his choices are. Have you explain the work to him, or doing the work, but not both. If he says he doesn't need or want to understand how the work done, then don't ask uneducated questions and leave you alone.
Fluff him up with positive emails on the tasks you are working on by telling him his direction and ideas he gave you were used to complete those tasks. That way when the tasks are of no help or are complete failures you have your documentation that he gave you explicit direction to use on those tasks. He will be too accepting of the st-----g you are giving him to deny that he directed you on how to complete the tasks.

Learn how to manage your manager. It’s introduction to working. Your manager doesn't need to know how to do every job. They need to make sure the team they are in charge of completes all tasks on time and within budget. Be flexible for gods sake.
