AT&T keeps cutting employees, and at the same time, it keeps holding hiring events. What gives?

My business unit is hiring and always back filling as well. I believe the company is under contractual obligation to continue this trend with bargained for employees until sometime in 2023. That's a good thing, but we'll see what this new disastrous economy brings us. Gas prices are going sky high and that doesn't bode well for T's fleet of service vehicles. That's approximately another $1.5M per week company wide for operational expenses that T has to shell out for the cost of doing business.
Adjusting workforce based on how much work needs to be done. It's called running a business.
You obviously don’t follow T on LinkedIN. T is constantly hiring college grads even while they are surplussing thousands of employees.
You hire at low wages and layoff at high wages. Easy money maker $$$

Younger employees are a lot more affordable and have more relevant/current skills.

Yep, some parts of the business are shrinking others are growing. My part of the company has about 10 openings at the moment, and these are in addition to backfilling.
