I doubt their medical or religious exemption would be scrutinized much by the HR reviewer in Mexico.
Regardless of contractor or not, the board of directors does work for Honeywell who in turn does work for Uncle Sam. No exemptions. They're required to pony up the proof or ask for an exemption (medical or religious).
Actually, good question. If they are compensated as a consulting contractor through a personal LLC (since they all work via contract), they may not be considered employees per se, but contractors in a small company. This is possible for the board (who can work remotely), but since the CEO actually works "on site" and uses the company assets (business jet), he is likely impacted.
