In our last department meeting our boss praised all of us. I saw it more as a plea for us not to bail. So it came off as patronizing. Anyone else?

Lord yes. Pandering on the d-mbest, simpliest efforts yet refused to acknowledge or praise me on all the complex projects last year I absolutely rocked and completed in half the time expected.
Are you saying it would have been better if your manager said that you are terrible?
Last employee survey had a question regarding managers. They’ll be getting info and feedback on them at some point too.

I wish the head of our group would say something encouraging to the team I am on. The last time we had a team meeting with our senior manager where he/she said "good job everyone" in any way was at least five years ago. Not even being able to say anything positive back over multiple managers and years...? Really? If we were all that bad, wouldn't we have been displaced? It's baffling how many "leaders" here have zero ability to lead vs. dictate.

So he takes vacation and visits his family and that's your biggest complaint? Maybe you need a vacation yourself.
SVB needs to be accountable for this awful AGILE idea… thanks for more red tape and slew of useless meetings.
He should also own up as the CIO to the down sizing effort
svb is doing that a whole lot lately, after he talks about his time in Europe in one of his many houses... not cool and also not cool that he acts as if the layoffs are not part of HIS agenda

When you are in a negative mindset, your lense is skewed - everything you view will have a negative connotation. Step back and consider the positive before making snap judgments. Half empty or half full? Most people have good intentions
That’s your interpretation, but may not necessarily be fact. He’s likely in the same mindset as you and realized he doesn’t express his/her appreciation enough.
No. My manager is a straight shooter. His praise is real. His criticisms are real. He's not any happier with the work environment than any of us.
