Not all notice periods are non-working. It's "the norm", but there are many exceptions, I deal with them all the time.

You still get 60 days -- in the past it was typically 30 days working, 30 days non-working but you were still on the payroll -- i.e. not collecting severance.

What has happened is they've gone to 60 days non-working, then you collect severance.
Just think of it as an extra 60 days on severance and you can still potentially get a job/assignment elsewhere.

What's really strange is there are a TON of postings in tech (and elsewhere I think) but there are layoffs happening as well.

You get 60 calendar days, non-working, so your access is terminated by EOD to discourage disgruntled soon-to-be former employees from doing anything bad.
