The OP is correct. That is a how ATT initially screens applicants. Techs rarely (generally never)reach the ranks of Directors and above based on lack of education, qualifications

As an example, typically a college degree provides access to many positions that those who have not attained that educational level do not have access. This, in spite of those who might be talented or even qualified but do not have the means to pursue the required level of education. Google, Apple, etc. have degree requirements even for entry level. Meritocracy in action ….
