Is it y'all's understanding that Legacy sick time can only be used during LOA?

Actually, the info on the wire is not vague. I should have looked for it first before asking my Mgr. He told me wrong of course.
You do not have to have pto and ppto gone before using legacy pay... a manager just needs to hand key in computer and approve the days off
technically it can be used for time away for your own illness or a family member. A manager does have to put it in for you. It does not keep you from getting an attendance point. All of that as I said is technical..... the reality is you can use it whenever however you want IF IF IF you are lucky enough to have a manager who will let you use it. All about favorites......
I have used 150 hours of the Legacy sick time this year. It has been for long weekends and vacation.

No this is not true. That was the old policy. It does NOT cover any occurrences, and you have to ask a manger to put in for you. I saw it on the wire. This can change at any time though so if you want to get paid you better start hounding your managers now. Also this also does not cover the legacy personal that I believe you still have to wait until all PTO and PPTO is used up.
That is my understanding. If you go out on a personal leave you can use it. I don’t think you can just use it to take days off here and there, but I am not 100% sure. Not sure anyone is, maybe call benefits and find out. Info on wire seems very vague.
