They take more in taxes so worker will feel better getting a bigger refund.
They often take more out in withholding when they send it to you that you will/may get back more when you file your income taxes. Since it is income you will also pay FICA/MED of 7.65%
The best way to look at it is like how Bonus gets paid.

This is correct for deductions from your pay check. HR has a chart for each state, call HR and ask.
If your marginal tax rate is less when filing taxes at the end of the year expect a return.
Those who get laid off at the end of the year and take the surplus in the same year could end up in a higher tax bracket due to almost a full year's pay + severance. If you expect a lower income in the next year you have the option to delay your severance to March of the following year.

It’s income. It’s taxed at your tax rate. I don’t understand the air of mystery that seems to surround this.
People care when they are clueless about taxes.
Who cares? Taxes all settle out at the end of the year. If T takes too much or too little, it will all get corrected when you file your taxes.
Severance is just taxed at income. So what ever tax rate you are at for that income will be the tax. Most of us are at the Fed 22% tax band. But my wife and I max out our 401k’s and ira’s so we lower our tax rate to the 12% because we are able to travel pay off our home with less money. Our taxable income this last year was $40,000. We pay almost nothing in tax. For you rich guys just scraping by it must suck.
When my last office was surplussed on the call with HR, was told severance is taxed at 36%, this was Oct 2019, SW Region, non–management.

Severance pay is taxed by the IRS the same as wages—you’ll have to pay employment (FICA) tax and income tax withholding at your usual rate. The same goes for other taxable income on your final paycheck, including unused vacation time, commissions, bonuses, etc.
