A Level 3 manager just got promoted to level 4. He's no longer in supervisory role but still active in the organization. He was successful as the level 3 and really didn't want the level 4 but ultimately accepted it. He's very politically minded as well as technically astute but this promotion reeks. Do you think they promoted him (as they do in government) to get him "out of the way"? Does AT&T do that? He didn't really want the promotion.

Yea, it's weird he "didn't really want it" but he's a weird guy -- all you have to do is listen to him talk. My guess is he's being edged out of the former position and possibly setup for retirement instead of layoff. Just a guess.
What is his last name? That will tell the story. He's related to someone in power, or is the son of the FBI director, or married the CEO's daughter or has a spouse who's high up and it embarrassing for her to be married to a lowly 1st, 2nd, or 3rd level.

Did you make this post based on what the newly promoted L4 directly told you or what you think about the situation?
A few years ago, I saw an L3 with the lowest eNPS in their org get promoted to L4. I believe that person is now a L5 VP. Yes that bad performers can be managed out and promoted for whatever reason the hiring manager and execs think is a good one.
But, your post doesn’t make sense. The person could’ve declined the job offer for the promotion if they didn’t want it and say they’re happy in their current role. If they didn’t want the job, they wouldn’t have signed the HR paperwork for new title and salary

It sounds like he's getting it while the getting is good. I don't blame him, more money in his pocket, more worthless stock options.
