Oracle needs low-paid peons manning the grindstones to keep the illusion that it is moving forward, alive.
Seriously, if you are an Oracle employee, I cannot understand why you are not actively looking for a job outside of Oracle.

Yes. A bunch of folks in non-critical platform services in OCI and more OCI-C folks are getting sent home. Not huge numbers. Just for normal pruning.
