Why doesn’t AT&T throw in 6 months of free HBOMAX with the purchase of a smartphone?

I work in retail. Pretty much everyone that comes in gets it for free due to their current, non T TV provider, i.e. Comcast, Cablevision or their on an Elite plan. So no one is really paying for HBO Max.
Because no one wants HBO max, even if they get it for free.
