So, I have been advised that if you are surplussed never to take the buy out offer and make company offer you a job (make them make a play). Is it true that they will keep someone in surplus for that long? It sounds too good to be true.

In the west the answer is YES. If you play the game, years and years go by in surplus status. There are several ways to do this.
if you are offered a job you are qualified for you must take it, no matter if it is a downgrade, as long as it is in reasonable commuting distance as defined in contract (IBEW.) The last time I was surplussed was 2012, but I don't think anything has changed since then. I knew people who deliberately failed qualification testing to avoid an assignment they didn't want.
Before the 2016-2017 Labor agreements, JOG was structured in a way that someone could do that. But the company got smart or the Union got lazy, they changed the wording in the new agreements and for people who JOG now it's a gamble.
I been surplussed twice in since 2018 went on JOG and both times I was VSP matched, of course that comes with moves across the SW region. I am on countdown 25 months and counting

The job offer guarantee can be great, if it is played just right. Done right, one can get a promotion. The key is, they can offer any job so long as the employee is "basically" qualified. So, the key is, don't become basically qualified for Account Rep or Prem Tech. I was basically qualified for a lot of jobs, but never those jobs.
None of this makes sense.

I knew a lady who was on JOG for three years, paid to show up. She eventually passed a test and went on to another position.
