EOY Appraisal Preventing promotion, demotion, or transfer?

Has anyone else within the CWA encountered this issue? At this point it’s easier to leave ATT then rehire in 6 months than do any sort of transfer with a 1yr failing appraisal.

As a manager I can tell you that observations like quantity, quality, effectiveness with others, etc. are made up about the time that the appraisal is due. If you like the employee you go find the work to support, if you don't like the employee you go find the work to support.
I once had a AM that didn't like one of my best employees and I was ordered to downgrade this employee 's rating. I DIDN'T! I caught H3LL until my Boss was transferred.
It's all political. I made it up to 3rd level - that previous Boss of mine made it all the way up to EVP before retiring ~5 years ago. Appraisals are a waste of time and effort.

Number one rule about appraisals is, the appraisal should not be a surprise. There should have been letters, warnings and so forth. If the appraisal is a surprise, and there has been nothing leading up to the rating, that would present an excellent grievance.

That's why some times, these things need to be fought at the letter level, especially if the letter is part of the employee's file.

Guess all the unions employees are back now they followed party lines and got the racist bad orange man out of office. Unions are corrupt.

Yes. My neighbor worked for a mgr J .err B .rocke11 who refused to accept his transfer papers and the Jerr walked off - so did my neighbor - leaving the transfer papers on the desk. Jerr came back in and said you going to leave those papers there and neighbor said I handed them to you, you got 'em process them - and reported this to the union steward. Jerr gave the neighbor a bad review, what Jerr didn'nt know was I knew the hiring Area Mgr and the transfer was a done deal.
Similiar happened to me. My District "Mr. Peanut" was known to turn down release transfer/promotion requests when we found jobs in career path. I finally had to go to his VP to get a release.
This company has a history of black balling good employees and promoting duds.
You need to talk to your union steward and approach you next level of supervision.
