Favoritisms. The job needs posted but the net tec probably would not get the job. Union could easily force the issue happens all the time. Favoritisms on both company and union
here in pdx we've had a net tech on "loan" doing full-time COT work for the last three years! The company pretty much laughs at the 180 day temporary work assignment per contract.
Union hasn't enforced it, and as far as i know if you let things slide and don't contest contractual violations then the company can make it the norm cause you gave up the language without a fight.
Oh I thought this was for CURRENT surplus's. It's understandable that the title has been dwindling over the last 10yrs.
When they let frame techs go, then halved the amount of co tech per area, and then let us start wiring remotes ,and let us monkeys on the frames in the un-manned C.O.s you knew they were on a spiral. Almost our entire area is "un- manned" now. central office buildings that once housed up to 10 or more techs who worked there daily empty even larger buildings also empty we have a VERY Large C.O. and building in our area used to have thousands of people in it. Even had its own cafeteria everything, is now just Empty. As the footprint shrinks on equipment and facilities, so does the need for COT's. And if ya look in the job boards there are multiple Contractual offerings for COT'S
Really! Phoenix I have not heard a word in Phoenix.

Dont know about Minneapolis, but I heard they're trying to get rid of 14 COTs in Denver Metro.
