For those of us in CTC who made it to the other side, how the fukc are we going to find $450 million dollars more in efficiencies while not simultaneously fukcing up all kinds of sh!t?

Layoffs
unfortunately the accenture and EY consultants are the ones who are making these engineer-turned-POs look "good" in the eyes of the managers. It is a vicious never-ending cycle. consultants scratch the POs' back, and the POs keep giving digital platform managers the perception that they are doing great work and the EY folks are critical when they are really not. It really is incredible that every product is millions of dollars going out the door when you can have simple tech service costs that is internal and internal accounting. Some of our actual technical people are better than the trash consultants we get from EY and accenture.
Stop using Accenture and EY consultants for your agile precesses. Outsource all the software and focus on APIs (stipulate them contractually), quit trying to make engineers into product owners, scrum masters, etc but more importantly quit making every a new project a $1MM app development effort that is essentially a duplication of something commercially available, can be put together cheaper with commercially available components, gets abandoned, or repeated (duplicated) every other year.
Goodness! how clueless are you? Ask someone with some experience and stay away from BU. You need serious mentoring.
CTC should have zero travel budget and be housed in cubicles, for starters.
Get rid of the over built specs and requirements that CTC pushes into the projects and BU.
Make your SME be actual SME and know what they are talking about. Then you can make them have to support and defend what they do not just say that could happen at a worse case. It’s never happened to us and other operations don’t do it but we are going to be extra extra safe.
OP, you can start with a colossal attitude adjustment. Otherwise, don’t let the door knob hit you.
Your use of profanity suggests low intelligence, low academic potential, very limited vocabulary and no capacity for accurate expression.
